- They are employees and staff at émbassies and consulates, stationed and accredited in Italy, or their spouses;
- They are members and employees of Non-Governmental Organisations and International Organisations present in Italy, or their spouses;
- They are active members and employees of multinational companies and firms with offices or subsidiaries in Italy or their spouses.
